Vor der Untersuchung des Internetmarktes in Kasachstan werden die Strukturen des web in Deutschland durchleuchtet. Das neue Medium hat in Deutschland eine rasante Entwicklung hinter sich und ist in der Gesellschaft weitgehend integriert. Deshalb kann Deutschland als Vorbilds im Bezug auf die Internetentwicklung agieren.
Während in Deutschland und in Europa die Strukturen des web, seine Verbreitung und Nutzung breit erforscht werden, bleibt der Fortschritt des neuen Mediums in Entwicklungsländern weitgehend im Dunkeln. Dabei ist gerade der Aspekt interessant, wie sich ein derartig schnelles und freies Medium in Entwicklungsländern mit ihren eigenen Kulturen einnistet. Der im Vergleich zu Europa langsamere Fortschritt des globalen Netzes muss bei Ländern wie Kasachstan unter politischen, wirtschaftlichen und kulturellen Gesichtspunkten analysiert und begründet werden.
Die Diplomarbeit soll einen allgemeinen Überblick über die bisherigen Strukturen des kasachstanischen web gewähren. Außerdem sollen folgenden Fragen beantwortet werden:
> In wie weit beeinflusst das net das gesellschaftliche Leben in Kasachstan, insbesondere die Bereiche Bildung, Politik, Medien?
> Welchen Einfluss hatte die postsowjetische Entwicklung des Landes auf den Fortschritt des Internet?
> Welche Probleme kristallisieren sich in Kasachstan für das neue Medium heraus?
> Kann das web den weiteren Fortschritt des Landes unterstützen oder beeinflussen?
